When air reaches food in the freezer, sublimation occurs. This is when water molecules in the food move to the surface and form ice crystals, and it happens when the presence of oxygen allows for water evaporation. Water can evaporate at all temperatures, even freezing (have you even seen a tray of shrunken ice cubes?)

When preserving foods in the freezer, all oxygen should be kept away from the item so that the water molecules won’t evaporate and crystallize on the surface of the meat, vegetable, fruit or other item. When foods are properly packaged, the result is called "local homeostasis of humidity." In other words, the moisture content in the food product maintains an even, stable level of humidity, and that’s good.

While freezer burn makes foods unpleasant to eat, giving them an “off” flavor and rough texture, it doesn’t make food unsafe to eat. You can simply cut off the part of the food that has freezer burn, in most cases.
